    Chief Executive Officer
    Amy MorseAmy Morse
    As Chief Executive Officer of New England Rehabilitation Hospital of Portland (NERHP), Amy’s 28 years of clinical, marketing and administrative experience make her a valued member of the Maine healthcare community. Amy began her career as a staff therapist and supervisor of Occupational Therapy at New England Rehabilitation Hospital in Woburn, Massachusetts after graduating Magna Cum Laude from Tufts University. She was then appointed to ever increasing positions of responsibility including Administrator of a managed acute rehabilitation unit at St. Joseph’s Hospital in Nashua, N.H. and Vice President of Rehabilitation Services at NERHP. Following this, Amy served as the Director of Rehabilitation and Chief Operating Officer at HealthSouth St. Joseph’s Healthcare Center (a subacute hospital) in Lowell, Massachusetts. Twelve years ago, Amy returned to Portland and assumed the role of CEO at NERHP. In addition to her current post at NERHP, Amy is active in the southern Maine community presently serving on the Public Policy Committee of the Maine Hospital Association and as a Board Member of the Maine Chapter of the National Multiple Sclerosis Society and the Portland Symphony Orchestra. Amy is involved in several MaineHealth Committees and is the Chair of the MaineHealth Rehab Work Group. Amy lives in Kennebunkport, Maine with her family.

    Medical Director
    Dr. CharbonneauDr. Elissa Charbonneau
    Dr. Charbonneau has been the Medical Director since 2001 and an attending physician at New England Rehab since 1992. She is Medical Director of the Orthopedic, Brain Injury, Multi-Trauma, Spinal Cord Injury and Neuro-Day Programs. Dr. Charbonneau received her D.O. from New York College of Osteopathic Medicine and completed her residency in Physical Medicine and Rehabilitation at Temple University. She is certified by both the American Board of Physical Medicine and Rehabilitation and the American Osteopathic Board of Rehabilitation Medicine. She is member of the American Osteopathic Association, the American Academy of Physical Medicine and Rehabilitation, and the American Academy of Neurologic and Electrodiagnostic Medicine. Locally, she is a member of the Maine Osteopathic Association, the Maine Brain Injury Association and the Maine Society of Physical Medicine and Rehabilitation. Dr. Charbonneau also practices at Orthopaedic Associates and provides Physiatry consult services at Maine Medical Center where she is Director of the Division of Rehabilitation Medicine.

    Associate Medical Director
    Dr. AshtonDr. Victoria Ashton
    Dr. Ashton has been with New England Rehab Hospital since 1988. She received her M.D. from Dartmouth Medical School and completed her residency training in Internal Medicine at Western Pennsylvania Hospital. Dr. Ashton is Board Certified in Internal Medicine. She is a member of the Medical Executive Committee and Clinical Quality Improvement Committee at New England Rehab. Dr. Ashton is also an attending physician at Maine Medical Center and is on staff at Mercy Hospital.

    Dr. KazmiDr. Syed Kazmi
    Dr. Kazmi joined the New England Rehab Hospital staff in 1996. He is the Medical Director for the Stroke and Neuroscience programs. Dr. Kazmi received his medical education from Dow Medical College in Pakistan. He completed his Internship in Internal Medicine at Yale School of Medicine and residency in Physical Medicine and Rehabilitation at Tufts University. Dr. Kazmi is Board Certified in Physical Medicine and Rehabilitation. He is also on the medical staff at Maine Medical Center and Mercy Hospital.

    Dr. FoxDr. Elwood Fox
    Dr. Fox is Board Certified in Physical Medicine and Rehabilitation. He joined New England Rehab Hospital in 2001. Dr. Fox provides Physiatry consultations at Maine Medical Center, Mercy Hospital and Southern Maine Medical Center. Dr. Fox received his D.O. from the University of New England and completed his internship and residency in Internal Medicine at Berkshire Medical Center. He also completed a residency in Physical Medicine and Rehabilitation at Robert Wood Johnson Medical School.

    Dr. PalmerDr. David Palmer
    Dr. Palmer joined New England Rehab Hospital in 1997. He received his D.O. from the University of New England and completed his residency in Physical Medicine and Rehabilitation at Medical College of Ohio. Dr. Palmer is Board Certified in Physical Medicine and Rehabilitation. He is available for Physiatry consultations at Maine Medical Center, Mercy Hospital and Southern Maine Medical Center. Dr. Palmer is Medical Director of the Amputee Program at NERHP.

    Dr. MorrioneDr. Thomas Morrione
    Dr. Morrione completed a Geriatric Fellowship at Maine Medical Center and joined New England Rehabilitation Hospital in 2008. He is a graduate of George Washington University School of Medicine. Dr. Morrione completed his residency in Family Medicine at Maine Medical Center. He is a member of the American Academy of Family Physicians and the American Academy of Home Care Physicians. Dr. Morrione is also on staff at Maine Medical Center. He is Board Certified in Family Medicine.


     

    NERHP Medical Staff Emeritus

    Dr. HaileDr. Robert Haile
    Dr. Haile began his career with New England Rehabilitation Hospital in Woburn, MA in 1983 and transferred to New England Rehabilitation Hospital of Portland in 1994. He was Chief of Rehabilitation Medicine from 1994 to 1997. Dr. Haile was also Medical Director of the Amputee and Spinal Cord Injury programs until he retired in September of 2008. He received his M.D. from the University of Vermont and completed his residency in Physical Medicine and Rehabilitation at Tufts University. Dr. Haile was past Chief of Rehabilitation Medicine at Maine Medical Center.

    Dr. BriggsDr. Winton Briggs
    Dr. Briggs was the first Medical Director of New England Rehabilitation Hospital of Portland which began his career in rehabilitation medicine in 1986. He was also an attending physician in Internal Medicine at Maine Medical Center and Mercy Hospital. Dr. Briggs held teaching positions including Instructor at MMC’s School of Nursing and USM’s Family Nurse Practitioner Program. He was Assistant Clinical Professor of Medicine for Tufts and the University of Vermont. Dr. Briggs served on the Executive Committee and Medical Records Committee at New England Rehabilitation Hospital as well as numerous committees at MMC, Mercy, the Southern Maine Association of Cooperating Hospitals and the Cumberland County Medical Society.
